ARERA Resolution 564\/2025, published on December 23, 2025, introduced a series of significant updates impacting deadlines, incentives, and plant classification criteria. <\/p><\/div>\n\n<p>The stated goal is twofold: on the one hand, to make the compliance timelines more realistic, on the other, to encourage the acceleration of interventions in view of spring 2027. In this article, we take stock of the main changes, contextualizing them with respect to previous resolutions. <\/p>\n\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-5b289ee\" id=\"strong-il-contesto-normativo-cosa-prevedeva-la-delibera-385-2025-strong\" data-block-id=\"5b289ee\"><h4 class=\"stk-block-heading__text\"><strong>Regulatory framework: requirements introduced by Resolution 385\/2025<\/strong><\/h4><\/div>\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-fd3a63b\" data-block-id=\"fd3a63b\"><style>.stk-fd3a63b {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text\"><strong>ARERA Resolution 385\/2025\/R\/eel,<\/strong> published on <strong>5 August 2025<\/strong>, marked a fundamental step in the regulatory framework governing the Centralized Plant Controller (CCI). ARERA Resolution 564\/2025 was introduced specifically to address these difficulties. <\/p>\n\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-ea526f3\" id=\"strong-proroga-delle-scadenze-piu-tempo-per-adeguarsi-strong\" data-block-id=\"ea526f3\"><h4 class=\"stk-block-heading__text\"><strong>Extension of deadlines: more time for compliance<\/strong><\/h4><\/div>\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-d9114ff\" data-block-id=\"d9114ff\"><p class=\"stk-block-text__text\">The first change introduced by ARERA Resolution 564\/2025\/R\/EEL concerns the extension of compliance deadlines. Acting in advance remains a key factor to avoid operational issues and congestion close to the deadlines. <\/p>\n\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 bracket, which allows for longer access to the maximum bonuses;<\/li>\n\n\n\n<li>the reduction of the time intervals of the subsequent tranches, closer to the expiry of the .stk-block-text__text{color:var(--theme-palette-color-4, #2b2b2b) !important;}<\/style><p class=\"stk-block-text__text has-text-color\">Upgrading your system before the deadlines allows you to access the highest bonuses and face the upgrades with greater peace of mind.<\/p><\/div>\n<\/div><\/div><\/div>\n\n<p>A particularly relevant aspect concerns the nature of the envisaged amounts. In this resolution, ARERA also defines the bonuses currently in force as &#8220;minimum recognized.&#8221; The Authority defers to a subsequent resolution, which will be subject to public consultation, for a possible upward revision of the incentives. This means that the amounts known today represent a minimum base and not necessarily the final incentive level.   <\/p>\n\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-a1d6c94\" id=\"strong-nuova-definizione-di-impianto-esistente-strong\" data-block-id=\"a1d6c94\"><h4 class=\"stk-block-heading__text\"><strong>New definition of \u201cexisting power plant\u201d<\/strong><\/h4><\/div>\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-c5256d2\" data-block-id=\"c5256d2\"><p class=\"stk-block-text__text\">A further clarification introduced by the Resolution concerns the definition of an existing power plant. The reference criterion is no longer the <strong>connection date<\/strong>, but exclusively the <strong>date of the connection request<\/strong>. This change reduces uncertainty for producers, preventing the plant&#8217;s classification from being dependent on the DSO&#8217;s operating times.  <\/p><\/div>\n\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-3cb3a00\" id=\"strong-strong-il-ruolo-dei-dso-strong-strong\" data-block-id=\"3cb3a00\"><h4 class=\"stk-block-heading__text\"><strong><strong>The role of DSOs<\/strong><\/strong><\/h4><\/div>\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-fef990a\" data-block-id=\"fef990a\"><p class=\"stk-block-text__text\">ARERA Resolution 564\/2025 also intervenes on the role of System Distributors (DSO), granting:<\/p><\/div>\n\n<ul class=\"wp-block-list\">\n<li><strong>an additional year<\/strong> for the implementation of the communication infrastructure with the CCIs;<\/li>\n\n\n\n<li><strong>two months<\/strong> to complete the CCI checks, which start:\n<ul class=\"wp-block-list\">\n<li>from the sending of the paperwork by the manufacturer, or<\/li>\n\n\n\n<li>from the creation of the communication infrastructure, if not yet available at the time of sending.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n<p>This extension is probably one of the main reasons behind the overall extensions.<\/p>\n\n<div class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-5312cf5\" id=\"strong-strong-strong-conclusioni-strong-strong-strong\" data-block-id=\"5312cf5\"><h4 class=\"stk-block-heading__text\"><strong><strong><strong>Conclusions<\/strong><\/strong><\/strong><\/h4><\/div>\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-f749bf3\" data-block-id=\"f749bf3\"><p class=\"stk-block-text__text\">ARERA Resolution 564\/2025 introduces a more flexible framework, consistent with the actual timeframes for compliance, without, however, reducing the ambition of the objectives.<\/p><\/div>\n\n<p>The extensions offer more time, but the rescheduling of bonuses and the Authority&#8217;s message remain clear: <strong>planning ahead for compliance with the CCI is a strategic choice, both operationally and economically.<\/strong><\/p>\n\n<div class=\"wp-block-stackable-columns alignfull stk-block-columns stk-block stk-a07e906
